TweetLater lets you schedule future posts to twitter. Kinda defeats the spontaneity of the site but I guess it can serve a purpose. Use it as a reminder to yourself or someone else.
TweetLater has a neat “Auto welcome” setting which sends your preselected message (public or private) to new followers. (Everyone appreciates a “thank you”. Thank you TweetLater). You can also choose to auto follow a new follower using TweetLater.
I tested it and it worked fine:
